If you get the feeling that not everything is the way it seems, you are right... There are several things happening here that make no sense, but Mario is so freaked out by the whole thing that he doesn't realize it. Of course, he doesn't have the ability to understand Russian like you do (thanks to a conveniently placed caption) so he has no idea that the conversation makes no sense.

I don't know a bit of Russian, so if the translations are inaccurate, I meant no harm. They were provided by an online auto-translator (except for "muah"). Also, I picked Russian, even if it might be a bit of an anachronism, because my research assistant could not locate other, more apropriate languages (and this character's appearance didn't go well with Asian languages). As an equal-opportunity offender, Midtoon does not discriminate on the basis of nationality, race, religion or political affiliation.
